# Q&A / Analysis — 3. Risks & Why the Price Is Below Market
### Why is CHF 625'000 (≈ CHF 7'440/m²) below market?
Renovated condominiums in central Basel-Stadt / Kleinbasel typically ask **≈ CHF 10'00014'000/m²**. At ~CHF 7'440/m² this flat looks **~3040% "cheap"** — but most of that discount is **future spend the price already anticipates**, not a free lunch:
1. **Interior is renovation-needed** — kitchen and bath are partly original (1975). Budget **CHF 60'000100'000** to modernize.
2. **Building-wide façade + roof energetic renovation is coming** — total ≈ CHF 500'000600'000 (detailed below); this flat's 54/1000 share is **≈ CHF 27'00032'000**, partly covered by the renewal fund (CHF 117k, +CHF 50k/yr) but with **special-levy (Sonderumlage) risk** if costs run over.
3. **No parking**, small-ish floor area for a 3.5, 1970s building stock, street-side balcony noise.
Add the modernization + renovation share to the price and the **all-in cost approaches CHF 700'000800'000** — i.e. roughly *at* market for a then-modern flat. So it is **fairly priced given its state**, with upside only if you do the work efficiently or the seller is motivated (a quicker sale / "as-is" discount is plausible).
### The building renovation: where CHF 500'000600'000 comes from
The figure is the co-owners' architect's planning estimate, minuted at the 27.05.2025 owners' meeting (dossier p.38). It is the **sum of three staged estimates, subsidies already deducted**:

- **What's included:** a deliberately *simple* renovation — insulation applied **over** the existing structure (the stated minimum) plus renewed blinds (Storen). **Windows are not included** (renovated ~10 years ago), and it **excludes each owner's own interior** modernization. The photovoltaic array (~CHF 100'000 gross, ~CHF 80'000 net of subsidy) is **optional** — the building runs on district heating, so there's no legal duty; the works are driven by the building's **poor condition, not a legal mandate**.
- **When:** earliest **~3 years out** — the renewal fund can't cover it yet, and a building permit is valid only 2 years, so it's filed only once funded. (Separately, a small **CHF 12'00015'000 façade water-ingress repair** is done now via the operating account.)
- **This flat's share:** at **54/1000**, ≈ **CHF 27'00032'000** of the total — partly met by the renewal fund (**CHF 117'014** at 31.12.2024, +**CHF 50'000/yr**; owners *rejected* raising that to 75100k, dossier p.40), with **special-levy (Sonderumlage) risk** if costs run over.
- **Risk of higher cost:** the architect flagged the numbers as *"purely informative."* A building permit can attach conditions (earthquake check, contaminant survey). Independent Swiss benchmarks put the estimate at **plausible but on the tight side** ([façade insulation ~CHF 200350/m²](https://www.handwerker-kosten.ch/fassadendaemmung/), [roof renovation ~CHF 250350/m²](https://www.houzy.ch/post/dachsanierung-kosten-schweiz)). The dominant overrun risk for a **1975** building is **asbestos/PCB**: >90% of pre-1990 buildings carry contaminants, a survey (Schadstoffgutachten) is effectively mandatory before work, and finding asbestos mid-works forces a legally-required stop and remediation ([schadstoffanalyse.ch](https://schadstoffanalyse.ch/ratgeber/immobilienkauf/)). Other drivers: hidden substrate/water damage, scaffolding across three separate phases, and **loss of subsidies** if the GEAK-Plus report / pre-application / "built before 2000" conditions aren't met. Subsidies come from the **Basel-Stadt energy programme** (façade CHF 70/m², roof CHF 50/m², capped at 40%, plus a PV bonus; [AUE Basel-Stadt](https://www.bs.ch/wsu/aue/abteilung-energie/foerderbeitraege-energie)) and the federal PV one-time payment ([Pronovo](https://pronovo.ch/de/foerderung/photovoltaik/)).
### Earthquake risk in Basel — what the CHF 10'000 assessment is about
Basel is a genuine seismic special case, which is why the owners commissioned an earthquake-safety assessment (dossier p.39):
- **Hazard & risk.** Basel has the **highest earthquake *risk* of any Swiss city** and the **second-highest *hazard*** after Valais ([Swiss Seismological Service, SED/ETH](https://www.seismo.ethz.ch/en/earthquake-country-switzerland/earthquake-regions/basel/)). It sits in building-code seismic zone **Z3a** (design ground acceleration 1.3 m/s²) — the second-highest of five zones; the top zone Z3b is essentially only Valais ([SIA 261 zones, opendata.swiss](https://opendata.swiss/de/dataset/erdbebenzonen-nach-der-baunorm-sia-261)).
- **Why the concern is real.** In **1356 an earthquake of ~magnitude 6.6 destroyed Basel** — the strongest known quake in Central Europe north of the Alps ([SED — Basel 1356](https://www.seismo.ethz.ch/en/earthquake-country-switzerland/historical-earthquakes/basel-1356/)); such events recur roughly every 2,0002,500 years. A **1975 building predates modern seismic design** (Swiss codes were strengthened in 1989 and again with SIA 261:2003), so its earthquake safety is genuinely **unknown until assessed**.
- **Why it matters for the renovation.** Filing a **building permit** for the façade/roof work can trigger an earthquake-safety check under standard **SIA 269/8**. Existing buildings are held to a **lower bar** than new builds, and **cost-proportionality** limits how much strengthening can be required — but there's a **life-safety floor** it can't excuse ([Espazium on SIA 269/8](https://www.espazium.ch/de/aktuelles/die-neue-norm-sia-2698)). The CHF 10'000 assessment simply **buys certainty** on where the building stands, since the cheapest moment to add strengthening is while scaffolding is already up. That's the "hard-to-calculate cost" the minutes mean — real, but bounded.
- **Insurance gap.** Standard building insurance largely **does not cover** earthquake damage; only a limited voluntary pool (CHF 2 bn nationally, paying out only from intensity VII) exists ([hausinfo.ch](https://hausinfo.ch/de/home/versicherung-sicherheit/versicherung/erdbebenversicherung/wer-zahlt-erdbebenschaeden.html)) — so seismic strengthening is partly a self-insurance decision.

### Verdict
A **solid first home to live in for the medium-to-long term** in a desirable, central quarter — provided you can fund the interior modernization *and* absorb your share of the building renovation. **Not** a short-term investment play. Before committing: pull the **latest STWEG accounts, the renewal-fund balance, and the concrete renovation-cost/levy plan** from the management, and get **firm quotes** for the interior work.
